Stand for "User Experience", this is Google's mantra.

It refers to every part of the experience of using your website.

How fast do your pages load, is the navigation good, clear readable text, good graphics and so on, but most importantly do you answer a particular searchers quest?

This is not an easy metric for Google to measure, but they apply a number of metrics they can measure like time on site, pages visited, load time and so on to get some general idea of the user experience.
